The Peachtree City Manager initiated a $40,000 salary and compensation study without Council review or approval. The RFP and the bidder responses were evaluated by the same employees who would benefits from pay raises.

With minimal review or oversight the Mayor, and two Council Members voted to increase the city spending $939,039 based on a study many consider flawed as it compared Peachtree City to much larger city governments in the north Atlanta area. Also, according to page 9 of the study report, benefits were not a part of the study.
